Verify custody delegation

Confirm that Nuvanté's operator key is an on-chain co-signer before Mode 1 goes live.

Nuvanté checks the issuer account on-chain itself, so you don't need to vouch for the setup. It works for self-custody, MPC and CaaS alike, because only the resulting account state matters.
