Generate reserve proof

Generate a fresh ZK reserve proof from the issuer's current sandbox reserves.

Runs the backing ratio and composition check against the live sandbox reserve figures, and produces a signed proof artifact tagged reserve-policy-v1-sandbox. Needs the generateReserveProof capability (issuer tenant admin, own participant only).

200Proof generated. `result.pass` tells you whether the policy was met.
