Delete webhook subscription

Remove a webhook subscription and stop all future deliveries.

Deletes the subscription straight away. Deliveries that were already queued may still arrive. To rotate the signing secret, delete the subscription and create a new one, since there's no endpoint that rotates the secret while keeping the same subscription ID. Needs webhooks:manage.
